You need software like Adobe Photoshop that has the ability to export or save as a .gif file.
I always follow this method to make mine:

I'm sure there are other programs out there that can do it too but I don't have any experience with them. Sorry!

Are you just starting out with animated icons?
When I was first starting out (and also didn't have Photoshop) I used [link] .
It's very easy to use and you don't need an account.
First, save the individual frames separately to your computer at 50x50 pixels. Make sure the pictures are aligned at the same place or it'll look weird when you animate it.
Then upload all the files to the website where it says "Choose File".
Size: "Advance" your Size: "50" (because of the pixels)
Speed: (I like to use Fast, Faster, or Advance/Custom)

I'm actually contemplating doing a step-by-step of my method on youtube in the near future, haha.
